History

Founded in 1973, Sabesp has built a legacy spanning more than five decades, dedicated to the development of water and sewage infrastructure throughout the state of São Paulo. Our history is defined by continuous investments in water and sewage collection and treatment, as well as in water security. The milestones below reflect our long-standing commitment to public health, sustainable development, and environmental stewardship.

1973

Sabesp is established through the merger of several entities providing water and sewage services: COMASP, SANESP, SAEC, FESB, SBS, and SANEVALE.

1974

Botucatu becomes the first inland municipality to delegate its sanitation services to Sabesp. Operations begin at the Guaraú Water Treatment Plant, part of the Cantareira System—one of the largest water supply systems in Latin America.

1978

Inauguration of the Santos Submarine Outfall, a major project improving sewage treatment and public health along the São Paulo coastline.

1981

Opening of the Santa Tereza / Voturuá tunnel reservoir in Baixada Santista, the largest in Latin America, with a storage capacity of 110 million liters and a production rate of 3,900 liters per second.

1984

Completion of the water fluoridation program in Greater São Paulo, benefiting 13 million people.

1988

Launch of the Barueri Sewage Treatment Plant, one of the largest in South America.

1992

First phase of the Alto Tietê System inaugurated to address water supply deficits in São Paulo’s eastern zone. Sabesp also joins initiatives to clean up the Tietê River and restore the Guarapiranga Reservoir.

1997

Sabesp shares are traded for the first time on Bovespa, Latin America’s largest stock exchange.

2000

Inauguration of the Pinheiros Sewage Outfall, part of the Tietê Project.

2002

Sabesp becomes the first Brazilian sanitation company to join B3’s Novo Mercado, the highest corporate governance segment. That same year, the Company registers with the SEC and begins trading on the New York Stock Exchange (NYSE) as Level III ADRs. Following this public offering, the State of São Paulo’s ownership in Sabesp decreases to 71.5%.

2004

Secondary public offering of common shares in both Brazilian and international markets reduces the State’s ownership to 50.3%.

2007

Launch of two major programs: (i) Onda Limpa: Aimed at preventing pollution across 82 beaches in São Paulo’s coastal cities through the construction of sewage treatment plants and submarine outfalls. (ii) Córrego Limpo: Focused on cleaning urban streams in São Paulo, contributing to the revitalization of the Tietê and Pinheiros rivers.

2008

Shareholders approve geographic expansion and the provision of new services, as authorized by State Complementary Law No. 1,025/2007.

2014 - 2017

Implementation of multiple projects to interconnect water supply systems in the São Paulo Metropolitan Region, enhancing water security.

2023

Sabesp begins operations in Olímpia, the first municipality acquired through a public bidding process under Brazil’s new sanitation legal framework. That same year, the State of São Paulo enacts Law No. 17,853/2023, authorizing the privatization proposal and its general guidelines.

2024

Launch of a secondary public offering of Sabesp shares, with settlement completed on July 22, 2024, marking the conclusion of the privatization process. As a result, the State of São Paulo’s ownership in the Company is reduced to 18.0%.
